I'm not familiar with "FID" cards. Are you speaking about Federal Firearms Licenses or Concealed Carry Licenses?

FFL's are controlled by the BATF and are largely a federal animal. Concealed carry licenses are, for the most part, a local matter. The State sets the laws governing concealed carry, while the local governments are responsible for issuing the licenses and setting forth the guidelines requried to possess and maintain said licenses. Here, in Lane County, Oregon, the Sheriff's Office issues licenses.

In Oregon, if I recall correctly, a domestic violence conviction WILL make you ineligible to get or maintain a CCL. There MAY be timeline attached. . .like "no convictions in a BLANK year period". I'm not sure.

If you confirm your location and what it is you're after (ie: FFL vs. CCL), I'll research it for you.
